Is this a true PD related field or is it more engineering related? Is it worth taking if I cannot afford CCS?

it’s the polar opposite of CCS!
Keep in mind also that this program is for Engineering Technology and not Engineering. They are two very different qualifications in the eyes of industry, although some technologists do assume traditional engineering roles upon the completion of further qualifications. It seems that this degree is more or less going to limit you to being a CAD jockey, which I doubt is what you are after. Education is expensive, but I’d rather pay back the loans for a few years than hate my job for the next 40 plus years of life. In short, do the CCS thing if you can.
