Can you ultrasonic weld a PP part to a pvc based film?

My gut feel says yes, it can be done.
Welding of plastics, particulary PVC is a very old process, and is quite ‘forgiving’ of material properties.
You may have to experiment with the thickness of each material to get the energy transfer equal, but unlike some processes like injection molding there are no expensive molds to lose money on if it dosen’t work.

Branson makes ultrasonic welders and has a really good library of information. You have to register, but you can get a lot of good tips with respect to material selections and weld joint design:
