Resume follow-ups

What is a good rule of thumb for follow-up phone calls after sending a resume?

I understand people hate being bothered, but how do you know when a firm likes a persistent canidate? Other than the fact that it is specified on the job description.

Or even a follow-up email for that matter.

I usually state in my cover letter that I will follow up (via phone or email depending on the situation) within 7 days of their receipt of the materials. I then estimate when they’ll get the package, and call on or after that date.

I prefer phone, because it is harder for them to ignore you. I also try to call between 10 and 11 am, because it isn’t too early and usually around that time, at least for me, the day hasn’t gotten crazy yet.
