If a paint is applied to a PET plastic. Can it be seperated via heat or chemicals for recyling purposes?

Tell me more about the subject, generally speaking you will be able to spray paint onto PET but it will have a hard job adhering to it, unless you sand the PET. So in response to your queston I would say that if the material was not sanded before spraying, the paint should come off. Now if it was sanded, you’ll have a harder job getting it off and will more than likely need to use a cellulose thinners, which ironically is not good for the environment.
