Does invention, ideation = higher rate?

I can see if you can quote a fixed price of say $4000. and do the job in 40hrs then yield $100/hr. ok. But some employers want you to work at an hourly rate.

Industrial Designers are hired, in part, for their innovative and imaginative skills. These skills are presumed to be possessed by designers. In short, the answer to the OP’s question is NO. The way to get or demand higher rate depends much more on the designer’s past successes and reputation.

You might want to consider based on what the client can afford in their budget a combination of a service rate and % in royalty if a new product or idea is taken to market via manufacturing or licensing.
