I belive that there is no such title.
Whenever I see it, it’s used to describe something differently–typically either Industrial Design or Industrial Engineering (two very different professions.)
My experience is that is a glorified job description for a drafter which is completely misleading.
I have gotten recruiter calls for jobs like this. It is funny when they talk about the compensation and I tell them I currently make 2 to 3x as much as they say the job is paying. I then actually explain what my job responsibilities are. The conversation pretty much ends right there.

That’s my observation as well, and viewing it in an “O-fishal” light certainly does nothing to clarify the situation.
See:
U.S. Department of Labor / Bureau of Labor Statistics
Commercial and Industrial Designer*

Engineers (scroll down to see Industrial Engineer)

From my personal experience, I don’t believe most (emphasis added)recruiters even know what the position entails. Any position; they just “search” the data for keywords, and then scatter-gun the results hoping for a match.
I really like it when a head hunting service calls me to say “They have the perfect candidate for the position my company.” and I ask them “What does my company make?” And they can’t tell me. I laugh them off to a dial tone.
Same.
Maybe they should start trolling MIT for all those open custodial engineer spots…
YAYO,
I have deen this description with more frequency of late. What I have found is that it is generally looking for a CAD drafter primaraly 2D with a few looking for Pro/E training. Most are offering $10-$15 (midwest), and only looking for associates in CAD drafting to as little as a training certificate from the software VARS.
If you are looking for any creativity to develope products/systems based on your own solutions/thoughts I would steer clear.
