I’d say it just ruins the credibility of the whole thing. 
If you are suspiscious, knock it down, it shouldn’t get first place. Give 1st place to the one you guys believe was done in one hour. Making accusations but then not doing anything about it just seems completely dumb. Either keep quiet about the honor system, or mark it down.
