Barley has a short vegetative period, some varieties have a vegetative period less than three monthes, from planting to picking! 
It doesn’t need irrigation, fertilizings and work…
Therefore I would say: “One barley for ethanol every two years in every arable land of USA!”
If this would be law then USA would have more than 50 million
tons of ethanol every year!
